In one of the most full immigration structural reforms in recent history, the Ministry of Labour, Immigration, Training and Skills Development in Ontario has officially implemented Phase 1 of its program redesign. The former eight specialized nomination streams have been replaced by a single, unified framework: the Ontario Workforce Priority Stream.
What Changed Under the OINP Phase 1 Redesign?
Effective summer 2026, the province repealed eight legacy pathways, including the Employer Job Offer (Foreign Worker, International Student, and In-Demand Skills) and Graduate streams. In their place, the new Ontario Workforce Priority Stream provides three targeted pathways:
- TEER 0-3 Skilled Pathway: For high-skilled positions requiring a minimum language score of CLB 6, post-secondary education, and an eligible job offer.
- TEER 4-5 Essential Pathway: Broadened access for essential workers holding permanent full-time job offers, requiring CLB 4 and 9 months of cumulative work experience in the past 24 months.
- Self-Employed Physicians Pathway: A specialized route for registered physicians in good standing with the College of Physicians and Surgeons of Ontario, requiring no job offer.
New Expression of Interest (EOI) Scoring Framework
Ontario published its updated Expression of Interest (EOI) scoring parameters. The new scoring matrix heavily rewards candidates with:
- Ontario Work Experience & Tax History: Maximum weight assigned to verifiable domestic employment and Canadian income tax records.
- Regional Economic Needs: Additional points granted for employment offers outside the Greater Toronto Area (GTA) and lower revenue thresholds for rural employers.
- Priority Occupations: Healthcare and skilled trades receive top-tier occupational category points.
